Through this Request for Proposal (RFP) the Agency of Commerce and Community Development, Department of Tourism and Marketing (hereinafter the “State”) intends to establish contracts with one or more companies that can provide a Marketing Effectiveness Study. The purpose of this study is to conduct a study on the value and effectiveness of various advertising channels and tactics that drive visitation to the state. The study should consider the impacts of paid media programs as well as owned media programs such as social media and the state-s destination marketing website. The aim of the study is to develop a baseline return on investment (ROI) measure of advertising effectiveness as well as to provide key consumer and industry insights to inform the strategic direction of the State-s marketing programs.
