The purpose of this procedure is to establish a Multi-Supplier Framework Agreement (MSFA) with the reopening of competition with a pool of agencies (referred to hereinafter as “selected contractors”) able to deliver media strategy, planning, buying, monitoring, and evaluation services for the promotional activities of ETC. Under this MSFA, ETC intends to cover media strategy, planning, buying, monitoring, and evaluation services for the promotional activities implemented by ETC in cooperation with its member National Tourism Organisations. of ETC (also referred to as the project). It concerns: a)The development of media strategies and associated research and consultancy services; b)The development of media plans that best reach the corresponding target audience(s); c)Media buying, including price negotiations, media space management, monitoring, optimisation, evaluation, and reporting; d)Adaptation of advertising assets associated to the media buying services. e)Monitoring, optimisation and reporting of promotional activities. The underlying activities can range from the placing of a single advertisement in one specific media channel to multi-channel, multi-country campaigns. The comprehensive development of creative concepts and production of communication and advertising assets are not part of the scope of the project.
