Tenders are invited for Media, Visibility, Outreach, and Communication Services

Oxfam and ESDC are seeking to contract a Consultancy Firm or individual experts (hereinafter: Service Provider) who possess extensive experience in media, communication, outreach, and campaigning. The contract with the awarded service provider aims to establish a working relationship wherein the consultant or consultancy company will offer a range of essential services throughout the rest of the duration of the project (until March 2025). These services are integral to the successful execution and achievement of the project's objectives, which are detailed in different project documents, including the "Project's Communication and Visibility Plan" and the "Pilot Project Articulation". Those documents and others will be submitted to the awarded service provider.

The service provider, under the guidance and instructions of Oxfam's Media and Communications Officer and Oxfam-s Project Manager in the West Bank, will offer a range of media, visibility, and communication services aimed at assisting Oxfam, ESDC and its project partners in attaining their project objectives. This encompasses the following scope of work:

1. Creating a new brand for the Pilot Project.

2. Deliver media coverage for events associated with the entire EU project with concentration on the activities related to the pilot project.

3. Create documentation and capture photographs.

4. Produce promotional materials, visibility items, and giveaway items.

5. Offer communication services, including the creation of short videos, animations, and radio spots.

6. Manage events.

Pilot Project
Brand
The creation of a new brand for the pilot project,
encompassing various elements such as the
development of a distinctive logo, the selection of a
Colour palette, the choice of fonts, and the
establishment of a cohesive and unified thematic
identity. The new brand shall benefit from the current
PADRRIF-s brand, yet be distinctive and ensure its
coverage of the project-s essential goal and values.

Production of a high-quality educational/awareness
raising video
Deliverables shall include:
• Scriptwriting.
• Submit a detailed storyboard/scenario.
• Determine the shooting location.
• Filming within the determined locations, including
interviews as per the storyboard. Using high-quality
ground photography through DSLR cameras and HD
technology for the targeted sites, and high-quality
aerial photography using a drone, using 4K
technology or a quality of no less than 60 frames per
second for all locations where photography is
required.
• The duration of the produced video should be no
more than 3 minutes.
• Directing and producing the photographed material in
high definition (HD), provided that the filming is not
less than 60 frames per second.
• Use graphics and explanatory/subtitles texts.
• Print and copy the material to a DVD. Or deliver it
through Flash or through materials download sites,
provided that the work is delivered in high quality
versions.
