Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Gartner Inc., of Stamford, CT, for the acquisition of membership to the Product Management and Marketing Configuration to be used in the CHIPS Program Office (CPO).

The CPO has a need for membership with Gartner in it-s Product Management and Marketing Configuration. The membership with Gartner Inc, formerly CEB, provides CPO with analysis of the semiconductor industry value chain - from manufacturing materials equipment through semiconductor devices to electronic equipment. Insight areas encompass emerging semiconductor technologies and intellectual property, market dynamics and trends, vendor analyses, and competitive landscape analysis. Gartner-s semiconductor industry data, analysis and insight help semiconductor providers with strategic planning, identifying business opportunities and risks, and assessing competitor market share and differentiating factors.

Gartner-s (formerly CEB) membership will provide NIST with access to research proven best practices, research and insight, peer benchmarks, decision and diagnostic tools, executive networking, and advisory support.

Sole source determination is based on the justification for other than full and open competition (JOFOC) on a class basis for professional membership that was approved on March 12, 2018, by the NIST Bureau Procurement Official.

The North American Industry Classification System (NAICS) code for this acquisition is 813920 - Professional Organizations a size standard of $23, 5000, 000.00.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
