Expression of Interest are invited for Merchant Acquisition Firm for Mobile Payment Solution
Follow-up, after-sales service and development of the businesses recruited
The selected merchant acquisition firm will also have the mission of maintaining merchant acceptors
recruited through:
• Daily visits of the Merchant Payment acceptors to update the training
• Permanent support (processing various requests and assistance)
• Operational implementation of promotional campaigns with merchants
• Monitoring of performance vs objectives - daily report
• Setting new targets based on performance - weekly report
• Gathering qualitative feedback through interviews to ensure that standards are met and to
propose improvements to the solution - weekly support
• Award rewards to merchants who meet targets - weekly
IFCs project in Tanzania supports the market development of mobile financial services through: 1- agent network management, 2- customer acquisition for mobile money, 3- merchant acquisitions, 4- customer acquisition for merchants, and 5- agent/merchant distribution management platform. IFCs partner on this project is a leading mobile network operator (MNO) which provides mobile money services. This project will build capacity and improve performance of the MNO in creating a sustainable and vibrant mobile money ecosystem in Tanzania.
IFC and the MNO seek to promote the use of the merchant payment solution across Tanzania. In order to do this, the project intends to engage a firm that will 1) acquire and train new merchants 2) activate new and dormant merchants and 3) provide effective ongoing support to merchants for the MNOs mobile money payment solution network. The purpose of these terms of reference (ToR) is to describe the requirements for the firm.
The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
Qualification Criteria
1. Provide information showing that they are qualified in the field of the assignment.
2. Provide information on the technical and managerial capabilities of the firm.
3. Provide information on their core business and years in business.
4. Provide information on the qualifications of key staff.
