This Terms of Reference outlines technical and capacity-building support to Ghana-s MoH to document data needs and develop a routine analytic workplan and interoperability roadmap to support the deployment of a National Health Database Platform. This includes: 1) mapping service delivery, health financing and survey data collection systems, documenting data governance structures and assessing interoperability of systems; 2) establishing core data sets for routine reporting and supporting development of an analytic workplan; and 3) developing a service delivery and financial data roadmap driven by information that stakeholders require to enhance programmatic and financial decision-making in the health sector.
