Colombia-s electricity market, restructured in 1994 through Laws 142 and143, transitioned from a state-controlled model to a competitive framework withunbundled activities, regulation by the CREG, and the creation of the WholesaleEnergy Market (MEM). While this model has been recognized for ensuringsupply reliability and attracting investment, it now faces significantchallenges in the context of the energy transition. Integratingnon-conventional renewable energy sources (FNCER), incorporating technologieslike storage and smart grids, and addressing tariff equity require substantialregulatory changes to ensure the system-s flexibility, resilience, andsustainability. These challenges are not unique to Colombia; globally, electricity markets have progressively modernized to navigate the energytransition, adapting regulatory and operational frameworks to meet the demandsof decarbonization and digitalization. The National Development Plan 2022-2026 (PND), "Colombia: A WorldPower for Life, " identifies the energy transition as a cornerstone forachieving sustainable and inclusive growth. The plan emphasizes the integration of renewable energy sources, thedevelopment of resilient and equitable energy systems, and the promotion ofinnovative solutions such as energy storage and demand-side management. Itunderscores the importance of modernizing the electricity sector to supportColombia's decarbonization goals, enhance energy security, and promote regionalequity in energy access, in line with the global shift towards cleaner andsmarter energy systems. In July 2025, Colombia will celebrate 30 years since the implementationof its electricity market. TheGovernment of Colombia (GoC) is advancing several initiatives to modernize theelectricity sector and ensure that it contributes to the High-Level Outcomes(HLOs) established in the National Development Plan.
