Tenders are invited for Monitoring and Evaluation Consultant.
Flowminder Foundation is a non-profit foundation specialised in the analysis of anonymous mobile phone data, satellite imagery and household survey data for humanitarian and development purposes. Flowminder provides insights and strengthens the capacity of governments, mobile network operators, national and international agencies and researchers to use privacy-sensitive big data for humanitarian and development purposes. In partnership with Vodafone Ghana and Ghana Statistical Services (GSS), Flowminder is supporting Ghana Statistical Services (GSS) to use metrics derived from aggregated, de-identified Call Detail Records (CDRs) in the production of national statistics and to inform evidence-based decision-making in government policies and interventions. This program will provide valuable improvements and new dimensions to national statistics, thus offering an invaluable capability to the government and other leaders of social change.
As the first and one of only a few public-private partnership of its kind in Africa (where private sector telecommunications data is shared with a National Statistics Office), there is clear value in sharing lessons regarding the approach, challenges and processes undertaken in establishing the prerequisite legal, technical and governance infrastructure needed for use case implementation.
The Monitoring Evaluation and Learning (MEL) activity will capture lessons arising during phase 1of the project. Outputs of this documentation process will be used in outreach opportunities aimed at various audiences including academic journals, workshops for countries participating in peer-to-peer learning processes and bilateral meetings with other government bodies within Ghana.
