Tenders are invited for TCAF: Multi-year support on A6 Readings/capacity Building; Registries; and Validation/verification.
1) ContextCountries around the world are looking for new and more efficient ways of reducing GHG emissions to meet their Nationally Determined Contributions (NDC) agreed under the Paris Agreement.The Transformative Carbon Asset Facility (TCAF); a trust fund managed by the World Bank (WB); is a hybrid results-based climate finance (RBCF)/carbon market facility to support development and implementation of sectoral or policy mitigation programs in developing countries through payments for verified emission reductions. TCAF aims to develop and pilot four to five large scale and innovative crediting programs; providing blueprints for efficient and low-cost mitigation that can be replicated globally. The TCAF project cycle foresees independent third-party validation and periodic verifications of TCAF programs against TCAF requirements to determine the volume of emissions reductions achieved by TCAF programs. TCAF programs will be transacting Internationally Transferred Mitigation Outcomes (ITMOs) as part of the overall engagement (also includes a climate finance component; not covered in this ToR). To support and guide such services; validation and verification protocols addressing the specific Paris Agreement Article 6.2 requirements are needed.The WB will also need to provide technical support and advice to countries hosting TCAF programs to build their understanding of the requirements to participate in Article 6 cooperative approaches under the Paris Agreement and the necessary readiness for development of a TCAF program; as well as the needed capacity to access TCAF funding. These efforts also require informing TCAF host countries about the current status and trends in the Article 6 regulatory process and the implied capacity needs based on outcomes of UNFCCC climate conferences. 2) Scope and objectivesGiven the context described above; the scope of this Terms of Refence (ToR) covers various areas that are important for supporting development and implementation of TCAF programs. The objectives are outlined here below and detailed; including specific deliverables and timelines; in the following sections of this ToR. A. Development of validation and verification protocols for the carbon market component of TCAF programs (MOPA and ITMO transaction).B. Registry requirements for participation in Article 6 transactions.C. Summary and outcomes notes of COP 28 and 29; as well as updates on Article 6 negotiations SBSTA.D. State and trends in scale-up carbon crediting; report by Jun 2025.TCAF Fund Management Team (FMT) is seeking a firm to take on the objectives of the ToR and the respective deliverables as listed here below. Selection criteria and requirements for bidding firms are listed in section 6) of this ToR.
