Anticipated Solicitation Issue Date: 20 February 2023 - Anticipated Solicitation Closing Date: 24February 2023 - 2:00 PM Time Eastern

The Government is issuing this Sources Sought announcement as part of market research forprocurement of Submarine Valve Regulated Lead Acid (SVRLA) battery B-cells & C-cells, packaging, monthly storage, boosting, shipping & installation trays, tray covers, reusableshipping containers, maintenance, and data as required in support of PMS 392. Naval SurfaceWarfare Center, Crane Division located at Naval support Activity, Crane, IN intends to award amodification to increase the current contractual ceilings with EnerSys Energy Products, Inc.(N0016418DJM05) and Stryten Energy, LLC (N0016418DJM29) on a sole source basis inaccordance with the statutory authority 10 U.S.C. 3204(a)(l) as implemented by FAR 6.302-1(a)(2)(iii). The basis for restricting competition is the substantial duplication of cost notexpected to be recovered through competition and unacceptable delays in fulfilling the agency'srequirements associated with the strenuous qualification testing an SVRLA battery produced bya source other than EnerSys Energy Products, Inc. or Stryten Energy, LLC would have toundergo.

The Government is seeking information from companies that can mitigate the sole source basislisted above. All responsible sources shall provide company and product literature, a whitepaper no longer than (5) pages, and other pertinent information to support which shall beconsidered by the agency. All responses shall include specific information about how theproposed battery will not have to undergo the required qualification testing and otherGovernment contracts with similar efforts for the Government-s consideration.
