SCOPE OF WORK
The task has four major components as outlined below. Details of the activities are provided in the next section.
1. Design and implement baseline survey: The consulting firm will be given a draft survey covering the above four dimensions. The consulting firm will carry out tablet- or smartphone-based surveys using Computer Assisted Personal Interviews (CAPI, or other electronic survey technologies). This will likely require enumerators to enter households to read meters and check appliances. In addition, the firm will be responsible for collecting other secondary/administrative data, as needed, for the analysis as well as sampling. The firm will develop samples for the surveys, hire and train the survey team, pre-test the questionnaires and their adaptation to local conditions, and finally implement the surveys. The sample selection, questionnaire content and survey team are covered under specific tasks.
2. Clean data and archive them in suitable forms: The collected data need to be entered into a database and cleaned. The final data should be delivered in Stata.
3. Carry out descriptive analysis of the data: The consulting firm will carry out basic descriptive analysis of the cleaned data.
4. Prepare a GIS database consisting of the GPS coordinates of the survey units: The hired consulting firm should produce their database with GPS, start and end timestamp of the samples. The collection of data should be through a reliable electronic device recording both the GPS coordinates and the timestamp of the sample.
