Description

The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract award with DESCARTES LABS, INC. 1607 Paseo De Peralta STE B Santa Fe, New Mexico 87501 under the authority of FAR 13.501 for a Subscription to Descartes Labs Commercial GEOINT Platform. There is only one responsible source for this award. The subscription will enable NGA access commercial and governmental GEOINT including, but not limited to, various missions and products of Sentinel, Modis, Aster, Landsat, and VIIRS, as well as a population density raster, CHIRPS, and ArcticDEM. The subscription also includes optical, radar, IR, hyper-spectral imagery and mineral identification capability based on spectral science. NGA requires a Software as a Service (SaaS) rather than Data as a Service (DaaS), capable of cloud storage and serves required datasets while introducing custom algorithms and packages to the data. The data should be gridded, tiled, and otherwise staged for processing visually and programmatically with a python-based infrastructure and environment for working the data (e.g. Jupyter Notebeooks or python API), as this is the language most common throughout the NGA data science community. NGA desires substantial documentation to help work the data, and direct technical and scientific consulting on its unclassified missions. Finally, it seeks flexible terms of use, including no requirement to report activities to the vendor.



This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer no later than 9:00 am CentralTime (CT) on 12 September 2023.
