THIS IS A NOTICE OF CONTRACT ACTION (NOCA); THIS IS NOT A SOLICITATION FOR PROPOSALS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS NOCA OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS NOCA IS TO NOTIFY INDUSTRY OF THE USAF'S INTENT OF CONTRACT ACTION AND POSSIBLY GAIN KNOWLEDGE OF OTHER POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT ExIST.



The Air Force Material Command (AFMC), Directorate of Contracting, Edwards Air Force Base, California, intends to award a sole source contract to Persistent Systems LLC 601 W 26TH ST, STE 905, NEW YORK, NY 10001 for IP Radios and network support equipment. This will be in accordance with Federal Acquisition Regulation (FAR) 12-Acquisition of Commercial Items. Persistent Systems LLC is the only known company that is capable of providing an IP Radios mesh network with the Wave Relay System to support to meet the requirements of the USAF Test Pilot School and integrate with other established mesh networks located at Holloman AFB and Davis Monthan AFB using the Wave Relay System. The work description includes: Upgrade the x-62 VISTA aircraft, 2 each T-38 aircraft, and the Test Pilot School (TPS) control room with MPU5 Internet Protocol (IP) based radio network and supporting equipment. The items mainly consist of: MPU5 radios, various ground station antennas: rugged blade, dual SAW filt, omni-directional blade, high power RF modules, USB to Ethernet converters, mounting plates, cable assemblies, a multi-band tracking antenna system, and product training.
