Description
The government intends to award MK VI Patrol Boat Laydown, Maintenance, Storage, & Support Services to Colonna's Shipyard DBA Steel America IAW FAR 13.106-1(b)(1) and FAR 13.106-3(b)(3)(i).
Description of Services: The contractor shall provide all personnel, equipment, tools, materials, supervision, utilities, and quality control necessary, to provide towing, lifting, laydown, storage, and maintenance support required for three (3) MKVI Patrol Boats. Services will include storage at the Contractor's Facility, with minimal routine maintenance functions.
The anticipated period of performance for these services will begin 13 March 2025 for an estimated period of one (1) to four (4) months. Services will be billed monthly and end when services are no longer being rendered.
This requirement was created following the Michigan Air National Guard-s acquisition of 3 Mark VI Patrol Boats from DLA that were slated to be scrapped if they were not procured by an outside agency. It is unknown if the watercraft are seaworthy, and they are currently being stored at a Contractor Facility under an existing Navy Contract, number N0018922P0641. The property is to be transferred and stored under a new MING contract. Discussions with the requiring activity indicated that there is a high risk that the vessels are not seaworthy since they have been stored offshore for 9 years and have not been water tested in 2.5 years. Since the seaworthiness of the vessels is unknown, water towing the vessels could result in the loss of government property. Competing the requirement and having them towed prior to inspection, repair, and fit-in could result in the loss of the government property. Under the current Navy contract, there is no authority to conduct inspection/maintenance/repair of the vessels.
