Description

The United States Coast Guard-s maritime law enforcement mission, Regulatory, Defense and Coast Guard Investigative Service (CGIS) hereby submits a notice of intent to award a sole source firm fixed price contract for utilization of commercial digital Forensic / Document and Media Exploitation (DOMEx) systems to carry out their missions. This contract requires the procurement of 43 Cellebrite Universal Forensic Extraction Device (UFED) annual renewal licenses and 37 UFED 4PC, with full kit included.

Cellebrite Inc. is the sole source for Cellebrite forensic UFED licenses, hardware, and software. Market research determined that no other source can support the volume of devices associated with Coast Guard DOMEx/DF cases (roughly 2000 / year). Cellebrite software is currently integrated into the Coast Guards DF/DOMEx program. No other software is able to meet this requirement, as other than Cellebrite.

Cellebrite is a proprietary software that enables data from locked android vendor devices including Samsung, LG, Huawei, Motorola, Sony, Google, and iOS devices such as iPhones, iPads and iPods in a manner by which is forensically sound for the purpose of Criminal Investigations. This hardware is internally developed and distributed/sold only by Cellebrite Inc. Only Cellebrite can be used to support the current infrastructure. Potential vendors must be authorized and certified to maintain and service this brand specific software.

The total estimated value is less than $300, 000.00.

This sole source contracting action is in accordance with Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(ii). This hereby constitutes a synopsis of the item/s included in this requirement. Cellebrite, Inc. LARGE BUSINESS; NAICS 541519.
