Description

NOTICE OF INTENT TO SOLE SOURCE

NOAA's National Marine Fisheries Service; Alaska Fisheries Science Center, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1); with Alaska Pacific University, for the procurement of services for spatial modeling and geostatistical analysis of commercial fishing equipment interactions with populations of marine organisms in the Bering Sea. Researchers with AFSC-s Resource Assessment and Conservation Engineering division intend to develop management strategies based on outputs of a pre-established Fisheries Effects model utilizing fisheries data compiled during the 2021-2023 field seasons.

Sole Source Justification

The sole source determination is based on NMFS research projects which are designed to model commercial fishing activity and effects on marine organism population movement and survivability. The research will model commercial fishing equipment interactions with local populations and provide fisheries managers with an objective framework to evaluate the benefits and limitations of dynamic closure areas and amendments to Prohibited Species Catch spatial boundaries. Alaska Pacific University has developed a peer-reviewed, vetted, Fisheries Effects model which utilizes inputs from catch-in-areas data and provides outputs to identify areas of lesser populations to promote rebuilding of depressed crab stocks.

This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide equipment or service that fully meets the Government's requirements may submit substantiating documentation to the identified point of contact within 15 days after publication of this synopsis.
