Description

OCC intends to make a sole-source award for a contract for a recurring need of credit default swaps data. The contract will be awarded on the open market as a firm-fixed-price sole-source award. The contract will be for one year with four option years. The OCC requires a convenient, electronically accessible dataset consisting of Single Name credit default swap (CDS) and CDS indices (CDx) data that include the reference entity database (RED) Entity Codes and Pair Codes to combine a reference entity and obligation. The OCC requires that the business awarded a contract for this requirement be able to independently provide OCC with the RED database (e.g., the business' solution cannot require OCC to separately buy the RED database from another company). The OCC requires the RED codes as they are the standard codes used throughout all of the CDS industry for identification of CDS entities and obligations (similar to how a CUSIP code is the standard for securities type identification). OCC has found no alternative to the RED codes that is being used widely enough to maintain accurate correlation of OCC-s data vs the general industry or other government regulating agencies. Since the OCC-s existing work products all use the RED code as the standard, the OCC also requires the RED codes in order to meaningfully correlate data from any new contract for CDS data to the OCC-s existing extensive number of work products (e.g., to make an apples-to-apples comparison from any new data to the existing OCC work products). The RED database is a proprietary product of the business to which OCC plans to award a sole-source contract. The afromentioned business does not allow for any kind of subcontracting or reselling of its RED database.
