Description

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to ThermoAnalytics, Inc. upon the basis of the authority provided at FAR 13.106-1(b).

ERDC-CRREL-s Biogeochemical Sciences Branch (BSB) in Hanover, NH seeks to utilize ThermoAnalytics, Inc.-s proprietary MuSES software and previously rendered (in house) subsurface military target images to develop synthetic thermal images of a scene under a variety of environmental conditions for CRREL. CRREL requires these products to test their AI/ML systems as part of CRREL-s subsurface target detection evaluation work.

ThermoAnalytics, Inc.-s has been identified as the only source capable of fulfilling the Government-s requirement. MuSES is proprietary software owned by ThermoAnalytics Inc thus only they are qualified to execute this work. There will be many vendors, academics, and government groups who also own copies of the MuSES software, but they are not owners of the IP whereby able to make “back end” changes to the software, nor would they have the requisite military targets in their library needed by CRREL to generate the imagery products for testing CRREL-s AI/ML systems. ThermoAnalytics Inc will utilize their proprietary MuSES software and previously rendered subsurface military target images to develop synthetic thermal images of a scene under a variety of environmental conditions. The Contractor is the sole distributor of the MuSES software. As developer of the MuSES software and sole owner of the IP, this is the only Contractor able to tailor the software to fulfill the attributes of the products required.
