Title: Notice of Intent to Sole Source Hexapod Positioning Stages
The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing Hexapod Positioning Stages. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Axiom Optics (444 Somerville Ave, Somerville, MA 02143) under the authority of FAR 13.106-1(b); only one source reasonably available. The North American Industry Classification System (NAICS) code for this acquisition is 334516.
BACKGROUND
The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML) requires 2 Hexapod Positioning Stages to uniquely measure the in situ thermal properties of thin film and multilayer materials in wide bandgap power electronics materials, packaging materials, and integrated chip components.
NIST is constructing a custom Time Domain Thermoreflectance (TDTR) instrument. In TDTR, a pump and a probe laser are concentrically focused on the sample: a modulated, pulsed pump laser heats the sample; and a delayed, pulsed probe beam interrogates the thermal properties of thin film or multilayered materials as a function of the probe delay time. In a TR measurement, the sample of interest is coated with an Au or Al transducer film that has a large coefficient of TR at the probe laser wavelength. The Coefficient of TR is a physical property that relates a material-s change in temperature to the resulting change in optical reflectance. The modulated pump laser creates a periodic change in sample temperature, which creates an identical periodic change in the reflectance of the probe beam.
