Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA), in support of the U.S. Army Public Health Center (APHC), to purchase non-personal services for unbiased peer reviews of Wildlife Toxicity Assessments (WTAs) without competition as prescribed in FAR 13.106-1(b)(1)(i) only one source reasonably available. Specifically, the Government will procure these products from the Society of Environmental Toxicology and Chemistry located at 229 S Baylen St Ste 200, Pensacola, Florida 32502-5832.
PROGRAM BACKGROUND
The APHC is part of the U.S. Army Medical Command (MEDCOM) and focuses on epidemiology, laboratory sciences, occupational health sciences, public health information and toxicology to enhance Army readiness and assure the quality and effectiveness of Army-s Public Health Enterprise. Data from this requirement will used to identify potential health hazards in the operational environment and occupational exposures. The primary duty station will take place at the Contractor-s laboratory facilities.
An integral component of a wildlife ecological risk assessment is the development of some quantitative measure of the toxicity of a chemical to the animals of concern. This measure is often referred to as a toxicity reference value (TRV). APHC has developed and is implementing a revised standard method for developing toxicological profiles and TRVs for military-related substances that may potentially pose risks to wildlife. The TRVs and information supporting those values are documented in APHC-s WTAs. These chemical-specific documents address the potential toxicity of individual chemicals associated with exposure to all classes of wildlife.
The values that are derived are intended to act as screening toxicity values for risk assessment purposes. Since assumptions, professional judgment, and variability in the data are considered, it is necessary that these documents are peer-reviewed by other exper...
