NOTICE OF INTENT TO SOLICIT FROM SINGLE SOURCE

Project Title: Wyckoff Tilt Sensor Acquisition

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions. The statutory authority for this non-competitive acquisition is FAR subpart 13.106-1(b)(1)(i).

The US Army Corps of Engineers (USACE) - Seattle District, intends to award a Firm-Fixed-Price contract for twelve Tilt Sensors and the associated equipment and hardware. The intended contractor is GEOKON, Inc., 48 Spencer St Lebanon, New Hampshire 03766.

Description of work: The Wyckoff perimeter sheet pile wall was installed between November 2000 and February 2001. Since installation in 2001, the steel has experienced varying levels of corrosion due to exposure to the elements. The highest corrosion rates are within the splash and atmospheric zones. In late 2023, water was observed leaking from the perimeter wall in at least two holes at the mudline along the East Beach. In March 2024, the Environmental Protection Agency (EPA) noted that the condition of the holes appeared to have worsened. Automated monitoring is needed to evaluate wall movement on a continuous basis. The proposed equipment will provide, the EPA and USACE team, a quick and cost-effective way to monitor the wall. The Tilt Sensors must be both accurate and able to withstand the environmental conditions at the Wyckoff / Eagle Harbor Superfund Site.

GEOKON manufactures the Tilt Sensors needed to precisely monitor the near continous measurements of the wall. The sensors need to have the ability to assess regular wall movements caused by the environmental conditions at the site. These include temperature, tidal, and groundwater fluctuations.
