Description

Sole Source Intent: The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (YPG), Arizona, intends to award a firm-fixed price maintenance and repair contract for one base year of 12 months and two 12-month option years on a sole source basis with Mallory Engineering, Inc 787 S 950 W, Woods Cross, UT 84087-2079. The United States Army Yuma Proving Ground (USAYPG) has a requirement to procure specialized non-personal services for Environmental Simulation Chamber Support for Yuma Test Center (YTC) at Yuma Proving Ground, Arizona as well as West Desert Test Center (WDTC) at Dugway Proving Ground, Utah. The systems at YTC and WDTC are environmental simulation chambers, some of which were installed over thirty years prior. These systems were upgraded to Mallory controls within the past 19 years and the systems have been upgraded incrementally as new technology has come available. The environmental simulation chambers are used to simulate environmental conditions. The simulated conditions provide the test customer with data to determine if the test item is safe for further testing and determines what environmental conditions affect the test items functionality in these conditions. This maintenance contract will ensure that the equipment is running at peak efficiency and will include repairs in the event of equipment failure. The software and equipment operating the controllers is proprietary to Mallory Engineering, Inc and as such they have not licensed third parties to maintain, update, or modify the system controls. Mallory Engineering, Inc has performed upgrades and repairs on the chambers in the past and is the contractor most familiar with the custom mechanical systems, the custom software applications, and the network connectivity required.
