Description

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a single Firm Fixed price order for Nx/Teamcenter Software Maintenance Renewals in accordance with attached combined Solicitation/Synopsis and Required Specifications List. .

This requirement is being solicited on 100% small business set-aside, Seimens PLM brand name, no substitutions allowed basis as concurred with by the Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) Office of Small Business (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 513210. The applicable size standard is $4, 700, 000.00.

The rational for soliciting on a Brand Name Basis is as follows:



Nx has been used by NUWCDIVNPT 1988. In the early 2000s, NUWCDIVNPT performed a competitive evaluation of CAD software in an attempt to bring commonality and interoperability to CAD projects. The down selection was Siemens Nx/Teamcenter for high-end integrated CAD/CAE and Solidworks for general CAD.

Changing to a different CAD system is time and cost prohibitive. It would require the re-training of over twenty-five (25) users, the conversion of over thirty (30) years of data models, estimated to cost in excess of two million dollars. These efforts would also result in a work stoppage and efficiency disruption to current projects, detrimental to required schedule.
