INTRODUCTION

Battelle Energy Alliance, LLC (BEA), as the Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), invites industry partners to collaborate with the National Reactor Innovation Center (NRIC) and INL to begin the Detailed Design and Long Lead Procurement processes in preparation for a potential test of their advanced reactor in NRIC-s Demonstration of Microreactor Experiments (DOME) test bed at the Material and Fuels Complex located at INL. This opportunity aims to accelerate the development and commercialization of advanced reactors through expert consultation and access to a nuclear reactor test bed.

BACKGROUND

Advanced reactor concepts are being developed by multiple commercial entities. First-of-a-kind nuclear technology needs a safe, reliable, and affordable location for testing. It is difficult to find these facilities outside of the national laboratory system and it is cost prohibitive for individual reactor developers to build test facilities themselves. NRIC was established to “enable the testing and demonstration of reactor concepts to be proposed and funded, in whole or in part, by the private sector.” Sec. 958 of NEICA.

NRIC is developing facilities and processes to allow advanced reactor developers to expedite commercialization by providing the infrastructure for hosting fueled reactor experiments developed by industry. NRIC/INL is seeking industry partners who would like to enter into a Cooperative Research and Development Agreement (CRADA) with INL to complete Detailed Design and Long Lead Procurement of fueled reactor experiments to be tested in NRIC-s DOME test bed. At the successful completion of Final Design, the Preliminary Documented Safety Analysis (PDSA) will be submitted for DOE review. Approval of the PDSA allows the developer to proceed with procurement, fabrication, and delivery of the reactor experiment.
