Introduction and Background:

Access to Finance Rwanda (AFR) is a Rwandan not for profit company established in 2010 to promote financial inclusion and financial sector development. AFR is currently funded by Sweden, Jersey Overseas Aid, and the MasterCard Foundation.

Access to Finance Rwanda is part of the broader Financial Sector Deepening (FSD) network in Africa that seeks to create a transformative impact on the ending of poverty by supporting efforts to improve financial inclusion and financial sector development through helping financial institutions and markets drive a more inclusive and sustainable economic growth.

AFR supports the removal of systemic barriers that hinder access to financial services by low-income people, particularly the rural poor, women, youth and MSMEs. AFR supports the development and provision of financial services including savings, credit, insurance, investment, payments, and remittances.

AFR is guided by the Market System Development (MSD) approach recognizing that efforts to increase financial inclusion and financial sector development must be market-led, profitable and sustainable.

The Terimbere SME Village is an AFR supported program that provides SMEs with qualified high quality and affordable business services through a network of carefully selected service providers. AFR through its Terimbere SME Village will be seeking to work with 1-2 business firms that provide the following functional area:

Information and Communication Technologies (ICT) - technology support, development, maintenance, and integration

Selected service providers can anticipate receiving a significant quantity of new customers, new revenue generating business opportunities, as well as public esteem for being a part of an innovative and transformative program uplifting SMEs in Rwanda.

This is NOT a request for proposals but a request for expression of interest to help AFR identify potential companies on the market for the assignment in the aforementioned functional area.

The deadline for expression of interest is Tuesday, October 24, 2023, at 5 PM Rwandan Time (CAT). Expressions of Interest must be submitted electronically to: procurement02@afr.rw. PDF format and as attachments to the email.

The subject in the email should read “Expression of interest for Partner Service Providers for Terimbere SME Village - ICT

Expressions of interest should include and will be evaluated based on the criteria below:

Certificate of Incorporation or Trading license /Certificate of Registration.
CVs of key personnel and contact information
Company profile together with a list and details of at least 2 or more experiences or services provided to SMEs
Evidence of at least 3 SMEs related work produced - sample deliverables or other documents which illustrate the quality of your work products
Successful firms will be provided with additional information and invited to place bids for the assignment. Only locally registered firms are encouraged to apply.

Right to Reject: AFR reserves the right, at its sole discretion, to reject all EOI received and seek fresh process, to defer or to cancel the process and make no invitations for proposals/quotations, if appropriate.

AFR will not compensate any responding firm for any costs associated with the preparation and submission of their expression of interest.
