With this RFP, High River intends to implement a software solution to provide an online protal for receiving and processing development and planning applications and building permit applications. The new Permit Management system should achieve the following high level objectives:a. Provide applicants with a user-friendly and intuitive online portal to submit and follow the progress of their application, request inspections, and track the application from beginning to end. b. Integrate with High River's GIS mapping system, Financial Enterprise Resource Planning, and tax assessment software, and provide applicants with the ability to fill out their applications. digitally attach and submit other documents such as studies, reports, building plans and drawings, and follow the application through the approvals process. c. Reduce the current 3-to-4 month application processing time by making it clearer, easier and quicker for applicant's to submit complete applications online, resulting in less time spent by staff and applicants following up on missing or incomplete documents. In effect, the system will perform a compliance check to verify that applications are complete before processing can begin.
