Description

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division, intends to negotiate on a sole source basis with SAFE Boats International, using the procedures in FAR Part 12 and13.5, to provide a 19ft SAFE Boat Center Console boat due to the unique and highly specialized nature of the services only one source is capable of providing the supplies required at the level of quality required for the entire scope of work. The statutory authority for other than full and open competition is FAR 13.501(a).

This procurement is being conducted under contracting by under FAR) 13.501(a). The North American Industry Classification System (NAICS) code for this item is 336612 with a business size standard of 1, 000.

NOAA Fisheries, Pacific Islands Fisheries Science Center (PIFSC) has a requirement for a highly specialized fully equipped 19ft SAFE Boat Center Console boat and its appropriately fitted aluminum boat trailer manufactured by SAFE Boats International. The exact hull design, capacity, and configuration is designed to include specialized support equipment (e.g. seagoing shipboard boat cradles & common, local and containerized spare parts), hoisting capacities, and scientific operations have been based on this exact hull design (shape, size, weight), vessel capacity, and configuration for the last two decades. SBI vessels have proven performance, durability and safety measure records for PIFSC.

Specialized SBI vessel features are required because of the varying and difficult environmental factors encountered in the Pacific Region. PIFSC requires a proven all-weather patrol vessel, which will withstand the rigorous long distance and transverse waves among island channels. The vessel must also be able to successfully operate in the Pacific marine national monuments and sanctuaries.
