Portable x-ray system to include installation and trainingNOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACTSpecial Notice: FD-2025-123NOAA/NMFS/SEFSCIn compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following:The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with KONICA MINOLTA HEALTHCARE AMERICAS INCUsing the procedures of FAR Part 13 the requirement is to procure the following: This requirement is for the procurement of a portable 20/20 VFP Momentum Mixed Animal x-ray system that will be used to x-ray fish swim bladders as they are brought onto research vessels in the trawls, long-lines, and fish traps. x-rays will produce accurate shape and volume measurements of swim bladders of managed fish species in the southeastern US that can be used to estimate modeled acoustic backscatter as function of echosounder frequencyThe applicable Size Standard is North American Industry Classification System (NAICS) Code 339999 with a Small business size standard of 550.
This Sole Source Determination is based on NOAAA's requirement that is the only Vendor that provides the required supplies:The NOAA NMFS SEFSC uses underwater moorings and ship based surveys to collect active acoustic (echosounder) data that are used to assess the status of marine resources and feed information into Southeast Data, Assessment, and Review (SEDAR) stock assessment products.
