The Office of Personnel Management-s (OPM) intent is to provide a draft solicitation to include the following attachments:
Attachment 1 - DRAFT Performance Work Statement
Attachment 2 - DRAFT Requirements Traceability Matrix
Any documents mentioned in the DRAFT Attachments that have not been included in this special announcement will be made available at a time when the finalized solicitation is posted on SAM.gov.
The purpose of this DRAFT release is to obtain the following feedback from industry in preparation for a future finalized solicitation:
Draft Performance Work Statement (PWS) and Requirements Traceability Matrix (RTM) Feedback.
The draft PWS and RTM are issued solely for information and planning purposes - it does not constitute an RFP or a promise to issue an RFP in the future. This draft PWS and RTM do not commit the Government to contract for any supply or service whatsoever. Further, the OPM is not seeking proposals at this time and will not accept unsolicited proposals.
The OPM is seeking robust and meaningful assistance from industry as part of this market research effort. Attached please find the draft PWS and RTM related to the upcoming Postal Service Health Benefits Program (PSHBP) solicitation. OPM wants to ensure that the PWS and RTM are comprehensive, complete, unambiguous, and provide clear direction to the industry community. To that end, the OPM would appreciate your recommendations on potential changes to the Draft PWS and Draft RTM that would achieve those objectives. The OPM Office of Procurement Operations (OPO) will review the recommendations and may, or may not, make changes to the PWS and RTM.
