The Ministry of the Environment, Climate and Energy (MOPE) is, within the framework of its powers and on the basis of Article 25 of the Act on the Efficient Use of Energy - ZURE, Official Gazette of the Republic of Slovenia, no. 158/2020 (hereinafter referred to as ZURE) in charge of calculating the cost-optimal level for minimum requirements regarding energy effectsity of buildings and building elements.
With the adoption of the new Rulebook on the Efficient Use of Buildings (PURES) in 2022, which introduces new requirements in the field of energy efficiency and the use of renewable energy sources in buildings, it is necessary to calculate cost-optimal levels for minimumteve regarding the energy efficiency of buildings and building elements.
Expert bases for determining cost-optimal levels for minimum energy efficiency requirements using a comparative methodological framework must be prepared by taking into account the provisions of Articles 4 and 5 of Directive 2010/31/EUof May 19, 2010 on the energy efficiency of buildings and Directive (EU) 2018/844 of May 30, 2018 amending Directive 2010/31/EU on the energy efficiency of buildings and Directive 2012/27/EU on energy efficiency.
