Background
In line with the requirement to ensure that the fire detection and alarm system installed inside the IPOPHL Datacenter are in good running condition and achieve its optimum operational performance, it is necessary that this equipment should be maintained by a qualified service provider. Fire suppression system was acquired in 2011.
Brief Description / Scope of Work
The Project shall cover the preventive maintenance of FM200 fire suppression system which includes the following:
-c Engagement of a Service Provider authorized by the manufacturer to provide a preventive maintenance.
-c Provide Service Level Agreement (SLA) which defines equipment maintenance, service response time and etc.
-c Provide preventive maintenance on a quarterly basis
Service Provider Qualifications
The Service Provider must have the following qualifications in providing the necessary services required by IPOPHL:
-c Service Provider must have at least two (2) years experience in providing after sales support of the same equipment of the IPOPHL.
-c Service Provider must be authorized by the manufacturer to provide after sales support to be supported by a certification.
-c Service Provider must test all devices and accessories in accordance to manufacturer standards and IPOPHL request.
-c Service Provider must submit the list of Technical Support Engineers who are regular and locally based employees.
-c Service Provider must have support services available 24x7 via phone or email with a maximum response time of four (4) hours.
Scope of Work
The Service Provider shall be responsible for the performance of the services as follows:
Fire suppression Control Panel
-c Check all switches of Control Panel
-c Check of all modules and terminals
-c Check of all terminal lags and wirings for field devices
-c Check and clean terminal log of all back up batteries
-c Check of all terminal logs and wirings for field devices
-c Check and inspect for any unusual appearance or condition, and make necessary correction as required.
-c Manual testing of control panel.
-c Troubleshoot and repair if necessary
Smoke Detectors
-c Check all the smoke detectors installed.
-c Check terminal log of smoke detector base, if corroded - clean immediately
-c Random activation of all smoke detector without discharge of agent
Manual Pull Station
-c Check terminal log of all manual release station.
-c Clean lever of button for normal operation and repair if necessary
-c Inspect all manual release station for broken, crack, dirt, distortion and or any signs of physical damage.
-c Testing of all manual release station without discharge of agent.
Fire Alarm Bell
-c Check all the audible signal of fire alarm bells.
-c Cleaning of all fire alarm bells.
-c Inspect all fire alarm bells for any signs of physical damage.
-c Testing of all fire alarm bells using back up battery operation.
Horn & Flashing Strobe
-c Check all the audible signal of horns & flashing strobes.
-c Cleaning of horns & flashing strobes.
-c Inspect horn & flashing strobe for any signs of physical damage.
-c Activation of all hornstrobe using back up battery operation.
-c Testing of all fire alarm bells using back up battery operation.
FM200 Cylinder
-c Clean and check of FM200 pressure gauge.
-c Clean and inspect of FM200 cylinder & equipment for damaged or missing parts.
-c Check FM200 cylinder brackets, straps and associated parts for corrosion, oil, grease and grime and tight any loose hardware.
-c Inspect FM200 cylinder brackets, straps, cradles and mounting brackets for loose, damaged or broken parts.
FM200 Nozzle
-c Clean and check of all FM200 nozzles.
-c Inspect all FM200 nozzles for dirt and physical damage.
Backup Battery
-c Clean and check of back up batteries.
-c Check proper voltage supply and proper termination.
Actual Testing
-c Testing of Control Panel using cross zone system without discharge of agent.
-c Testing of DC power supply using of back up batteries with an operation of 30 minutes.
-c Cleaning of all smoke detector head.
-c Actual testing of all field devices such as manual station, fire alarm bell, abort station, horn and flashing strobe.
-c Actual testing of all smoke detector using smoke tester without FM-200 Gas discharge.
Coordination
-c Service Provider must provide two or more point of contact responsibility for the support and implementation of the FM-200 preventive maintenance contract.
-c Service Provider should manage the complete implementation activity to ensure a smooth, timely and well-coordinated implementation.
-c Service Provider should review the ongoing process through periodic updates.
