Tenders are invited for Procurement to Design and Install Two (2) Solar Photovoltaic (Pv) Carports and One (1) Pv System Totaling 270 Kw Ac at Three (3) Government Locations and Supply and Install Two (2) Dual Electric Vehicle Chargers

Interested eligible bidders may obtain the complete set of Bidding Documents and further information
from the Ministry, Project Executing Unit, Trinity Business Centre, Country Road, St Michael, BARBADOS
between the hours of 9:00 a.m. to 4:00 p.m. Monday to Friday (except on public holidays) or on request
at e-mail address smartfund@energy.gov.bb or marvo.little@barbados.gov.bb
7. Qualifications and experience include engineering, installation and design of PV systems. For Postqualification purposes, interested bidders must submit information that demonstrates their ability to
perform the contract. Information submitted should include work experience in the region, experience in
projects of similar scope and specificity, the firm-s financial capability, evidence of eligibility and
qualifications and experience of contractor-s personnel. Additional details are provided in the Bidding
Documents.A margin of preference for certain goods manufactured domestically shall not be applied.
8. Request for Bids (RFBs) may be submitted electronically or delivered manually. RFBs submitted
electronically must be prepared in English clearly marked “Request for Bids - Procurement to Design,
Supply and Install two (2) Solar Photovoltaic (PV) Carports and one (1) PV System totalling 270 kw AC and
Supply and Install two (2) Dual Electric Vehicle Chargers at three (3) Government Locations” and
submitted to the email address GPD.SpecialSubmissions@barbados.gov.bb no later than 4:30 p.m.

9. Where RFBs are submitted in hard copy, one (1) original, one (1) copy and an electronic copy [USB,
Flash Drive, or another non-editable format] clearly marked “Request for Bids - Procurement to Design,
Supply and Install two (2) Solar Photovoltaic (PV) Carports and one (1) PV System totalling 270
kw AC and Supply and Install two (2) Dual Electric Vehicle Chargers at three (3) Government
Locations” must be prepared in English and placed in the Tenders Box in a sealed envelope at Address (1)
below, no later than 4:30 p.m. Barbados time, on Wednesday, July 26th, 2023.
10. Bids will be opened in the presence of the bidders- representatives who choose to attend. The opening
will be facilitated online using Zoom. The details of the Zoom link will be made available to bidders prior to the date
and time scheduled for the opening.
11. Interested firms may contact the Ministry at Address (2) below for any clarifications or queries pertaining to the
supply during office hours 8:30 a.m. to 4:30 p.m. Monday to Friday (except on Public Holidays).
12. A pre-bid conference will be held at 10:00 a.m. Barbados time on Friday June 30th, 2023 to allow
potential bidders the opportunity to discuss and seek clarifications on the supply requirements and
Bidding Documents. Interested bidders are advised to attend the conference. This meeting will be
conducted virtually and further information on how this will be facilitated can be obtained from Address
(2) below.
