Expression of Interest are invited for Procurement of Expert Advisory for redesign and development of the NeCRS, entailing Software Requirement Specification and Platform Architecture/ Design Analysis for seamless intra and inter system operability and optimization for big data.

Interested firms should submit two (2) bound EOI documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC2 and CAC7. Business Name is also acceptable;
(ii) Evidence of Company Income-s Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021;
(iii) Evidence of current Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/01/2022 or valid Certificate issued by BPP;
(vii) Evidence of Firm-s registration with the National Information Technology Development Agency (NITDA) and Computer Professionals Registration Council of Nigeria (CPN);
(viii) Sworn Affidavit:
• disclosing whether or not any officer of the relevant committees of the Nigerian Copyright Commission or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars; and
• that the Firm does not have any Director who has been convicted in any court in Nigeria or any other Country for criminal offences relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
(ix) Company-s Audited Account for the last three (3) years (2018, 2019, 2020);
(x) Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(xi) Company-s Profile with the Curriculum Vitae of Key Staff to be deployed for the services, including copies of their Academic and Professional qualifications (including Computer Professionals Registration Council of Nigeria (CPN);
(xii) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the projects/services;
(xiii) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(xiv) All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company-s/Firm-s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM Number), and E-mail Address. The Letter headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

The Expression of Interest (Eol) documents will be opened immediately after the deadline for the submission at 12:00 noon Monday, 22 November, 2021at the Board Room of the Commission, located on the ground floor. Room 4B 018, Federal Secretariat Complex, Phase 1, Shehu Shagari Way, Maitama, floor, Room 4B 036, Federal Secretariat Complex, Phase 1, Shehu Shagari Way, Maitama, Abuja, not later than 12:00 noon Monday, 22 November 2021

Note: (i) Expressions of Interest must be in English Language and signed by an official authorized by the bidder;
(ii) Expressions of Interest submitted after the deadline for submission would be returned un-opened;
(iii) All costs will be borne by the bidders;
(iv) Only shortlisted firms will be contacted at a later date for collection of Request for Proposals (RfPs);
(v) The Nigerian Copyright Commission is not bound to shortlist any bidder and reserves the right to annual the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
