General Procurement Notice for procurement of goods, works and related services and consultancy services for Basic Education Development Project phase V.

The government of Burkina Faso has mobilized financing amounting to 21.80 million Euros or 14.3 billion CFA francs with a contribution from the Islamic Development Bank (IDB) estimated at 17.39 million Euros in the form of a loan from ordinary resources and an installment sale. The funds are intended to finance the Basic Education Development Project phase V. The national counterpart is estimated at 4.41 million Euros. The Government intends to use part of this funding to make payments for the procurement of goods, works and related services and consultancy services required under this project.

The project includes the following components:

· (a) Improved access to formal basic education,

· (b) Improving the quality of formal basic education,

· (c) Strengthening the capacities of MENAPLN,

· (d) Support for project management,

· (e) Audit and Associated Services and

· (f) Interventions in response to Emergencies.

Procurements financed by the Islamic Development Bank will be carried out in accordance with the Guidelines for the Procurement of Goods, Works and Related Services under Projects Financed by the Islamic Development Bank (current edition) and are open to all eligible bidders, as defined in these Guidelines. Procurement of consulting services will be carried out in accordance with the Guidelines for the Procurement of Consulting Services under Projects Financed by the Islamic Development Bank (current edition).

Specifically, acquisitions will be made according to the following terms:

1. COMPONENT IMPROVING ACCESS TO FORMAL BASIC EDUCATION

· Construction of 195 classrooms, 10 CEGs, 5 CEBs and standardization of 30 school complexes in seven (7) lots by National Call for Tenders (AON) - Works

· Completion of 75 positive boreholes for the 195 classrooms and the 10 CEGs in three (3) lots by National Call for Tenders (AON) - Works

· Equipment with school and office furniture for the 195 classrooms, the 10 CEGs, the 5 CEBs and the 30 school complexes in three (3) lots by National Call for Tenders (AON) - Goods

· Design and works control offices and equipment for the 195 classrooms, 10 CEGs, 5 CEBs, 30 school complexes and 75 boreholes in three (3) lots by Notice of Expression of Interest/Local Firms ( AMI/FL) - Consultants



2. COMPONENT IMPROVING THE QUALITY OF BASIC EDUCATION

FORMAL

· Construction of the National Training Institute for Education Personnel (INFPE) of Manga in one (1) single lot by International Call for Tenders Member Countries (AOI/PM) - Civil engineering works/Construction of a estimated amount of six million eight hundred and sixty thousand Euros (£6, 860, 000). Notification and publicity will be made in accordance with point 2.5 of the April 2019 Guidelines for the Procurement of Goods, Works and Related Services from the IDB

· Equipping the dormitories, the refectory and the amphitheater of the INFPE with school furniture and office equipment in one (1) lot by National Call for Tenders (AON) - Goods

· Equipping the INFPE with computer equipment, rolling stock and specific equipment, etc. in six (6) lots per consultation Local suppliers (CFL) - Goods

· Delegated project management agency for the works and equipment of the INFPE in one (1) lot per Notice of Expression of Interest/Local Firms (AMI/FL) - Consultants

· Project management for the monitoring, control and coordination of works and equipment of the INFPE in one (1) lot by Notice of Expression of Interest/Local Firms (AMI/FL) - Consultants

· Quality control and ten-year guarantee of INFPE works and equipment in one (1) lot by Entente Directe Local Firm (ED/FL) - Consultants



3. MENAPLN CAPACITY BUILDING COMPONENT

· Supply of motorcycles for DREPPNF and DPEPPNF in one (1) lot per consultation Local suppliers (CFL) - Goods

· Computer hardware equipment for DREPPNF, DPEPPNF, CEB and UGP in one (1) lot per consultation Local suppliers (CFL) - Goods

· Database for improving the management of school textbooks in one (1) batch by Notice of Expression of Interest/Local Firms (AMI/FL) - Consultants

· Database for monitoring the execution of teaching programs in primary and post-primary examination classes in one (1) batch by Notice of Expression of Interest/Local Firms (AMI/FL) - Consultants

4. SUPPORT FOR PROJECT MANAGEMENT

· Acquisition of a TOMPRO license for project management in one (1) lot by Entente Directe Local Firm (ED/FL) - Goods

· Supply of the UGP with Vehicles in one (1) lot per consultation Local suppliers (CFL) - Goods

· Training/upgrading of PMU staff in various themes in one (1) lot per Notice of Expression of Interest/Local Firms (AMI/FL) - Consultants







5. AUDIT AND ASSOCIATED SERVICES

· Recruitment of a firm for the audit of the project accounts in one (1) batch by Notice of Expression of Interest/Local Firms (AMI/FL) - Consultants

· Recruitment of an individual consultant for the revision of the Project Management Procedures Manual in one (1) batch by Notice of Expression of Interest/Individual Consultant (AMI/CI) - Consultants



6. INTERVENTIONS IN RESPONSE TO EMERGENCIES (WITH ZERO VALUE)
