Description : TERMS OF REFERENCE
The Local Government of Calabanga thru the Bids and Awards Committee (BAC) sought to solicit expression of interest from interested consulting services for the development of the Market Electric Billing System. The Market Billing System will streamline the process of monitoring, billing and managing electric meter readings and will enable administrators to approve bills, generate reports and manage user access.
More particularly, the consulting services will undertake the following:
1. Conduct SQL scheme design & database planning
2. Develop Restful API server using Laravel
3. Create web -based admin dashboard and reporting and billing
4. Build a mobile app with Quasar framework with internet connectivity
5. Successful test of the development system with user friendly interface and streamlined data
6. Delivery of fully functioned, end-to-end billing solutions
7. Operational maintenance of the system
