1. Introduction
The Liberia Airport Authority (LAA)/ Roberts International Airport (RIA), from its internal generated revenue intends to apply potion of the funds toward the cost of procuring Solar Hybrid for its Operations under the special project 2020/2021 budget.
The Airport now invites qualified and eligible bidders to submit sealed bids for the Supply and Delivery, Instillation and Commissioning of Solar Hybrid, which will be conducted through the International Competitive Bidding (ICB) procedures as specified in the Amended and Restated Public Procurement and Concessions Act of 2010. Interested eligible and qualified bidders may obtain further information from the Roberts International Airport Central Office, Procurement Unit, 1st Floor, Margibi County, Liberia.
2. Qualifications requirements include:
- At least ten (10) years of experience in solar farm/plant developments(SPV system);
- Prior experience in completed supply, installation, testing, commissioning, and handing over of at least 3MW solar PV system in a single order and operational for at least 3 years till the date of application for this project;
- Certified copy of valid business registration certificate with respective competency required for solar PV system design and installation
- Certified copy of respective Value-added tax (VAT) registration certificate, and other relevant financial and registration documents required for the organization to operate
- Ability to transform LAA from its current status to a green airport. i.e., proven technology strength of supply of solar powered Airside busses and airside equipment;
- Demonstrate ability to pre-finance: Must have an annual average turnover of at least US$3, 000, 000 for the last five (5) years: 2016, 2017, 2018, 2019 and 2020
- Eligible solar photovoltaic (SPV) system service provider, in conformation to relevant national/inter5 standards and regulations
- Prior work experience in Africa with at least two references and their contacts.(email and telephone numbers)
- Prior Airport SPV system projects with at least one reference
- A portfolio of at least five(5) similar projects previously undertaken including information on the Beneficiary, Capacity of Installation, Contract Value, Date of Commencement, Date of Commissioning, Contact Details
- Provide Details of tools, tackles, machinery available to perform the work
- A detailed CV and proof of certification (i.e. certified technician) of technical personnel to be engaged for this project
- The bidder shall produce original documents for cross verification as and when requested by LAA
3. A complete set of bidding documents in English and other pertinent information may be obtained from the office of the Manager of Procurement, Roberts International Airport first Floor for a non-refundable fee of Fifty United States Dollars (U.S $50.00).
4. Submissions must be clearly marked, signed and sealed in an envelope, including other requested information as follows:

5. Bids must be submitted to the RIA Procurement Unit located at the first Floor of the office complex building on Wednesday, March 15, 2021 on or before 2:00 PM. Late bids will be rejected and returned unopened. Electronic Bidding will not be permitted. Opening will be done immediately after closing at 2:05 PM on Wednesday, March 15, 2021 in the Conference Room of the Roberts International Airport office complex building.
6. The Roberts International Airport reserves the right to annul the process at any time without incurring any liability and without assigning any reason thereof; Contract will be issued to qualified bidder in accordance with Public Procurement Procedures.
