INVITATION TO BID



PROCUREMENT OF VARIOUS DRUGS AND MEDICINES FOR BJMP-NCR INMATES FOR MARCH 2019



1. The Bureau of Jail Management and Penology -National Capital Region (BJMP-NCR, through the General Appropriations Act of 2019 intends to apply the sum of Eleven Million One Hundred Thirteen Thousand Six Hundred Thirty Nine Pesos (Php 11, 113, 639.00 ) for Procurement of Various Drugs and Medicines for BJMP-NCR Inmates for March 2019 Reference No. _________ being the Approved Budget for the Contract (ABC) to payments under the contract for an item. Bids received in excess of the ABC for an item shall be automatically rejected at bid opening.



2. The Bureau of Jail Management and Penology -National Capital Region (BJMP-NCR now invites bids for Procurement of Various Drugs and Medicines for BJMP-NCR Inmates March 2019 ( please refer to the list below). Delivery of the Goods is on March 4-8, 2019. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.



4. Interested bidders may obtain further information from Bureau of Jail Management and Penology -National Capital Region (BJMP-NCR) and inspect the Bidding Documents at the address given below during 8:00 a.m.-5:00 p.m. November 17, 2018- December 7, 2018



5. A complete set of Bidding Documents may be acquired by interested Bidders on November 17, 2018- December 7, 2018 (8:00 to 5:00 p.m.) from the address, Bureau of Jail Management and Penology -National Capital Region (BJMP-NCR) 5ft Floor Seneca Bldg, E Rodriguez, 13th Street Manila Quezon City and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos (Php 25.000.00).





It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.



6. The Bureau of Jail Management and Penology -National Capital Region (BJMP-NCR) will hold a Pre-Bid Conference on 12:00 p.m. of November 23, 2018 at Bureau of Jail Management and Penology -National Capital Region (BJMP-NCR) Main Conference Room 4th Floor Seneca Bldg, E Rodriguez, 13th Street Manila Quezon City, which shall be open to prospective bidders.



7. Bids must be duly received by the BAC at the BJMP-NCRO Legal Office 5th Floor Seneca Plaza 13th St New Manila, E Rodriguez Quezon City on or before 3:00 p.m. of December 7, 2018 All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.



8. Bid opening shall be on 3:00 p.m. of December 7, 2018 at Bureau of Jail Management and Penology -National Capital Region (BJMP-NCR) Main Conference Room 4th Floor Seneca Plaza Bldg, 13th Street Manila, E Rodriguez Quezon City . Bids will be opened in the presence of the bidders- representatives who choose to attend. Late bids shall not be accepted.



9. The Bureau of Jail Management and Penology -National Capital Region (BJMP-NCR) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.



10. The Bids and Awards Committee (BAC) shall use a non- discretionary and non-discriminatory measure based on sheer luck or chance, which is -œDRAW LOTS, - in the event that two or more bidders have been post -qualified and determined as the bidder having the Lowest Calculated Responsive Bid (LCRB) to determine the final LCRB, based on the following procedures:



1. In alphabetical order, the bidders shall pick one rolled paper.

2. The lucky bidder who would pick the paper with a -œCONGRATULATIONS- remark shall be declared as the final bidder having the LCRB and recommended for award of the contract.
