General Procurement Notice for Procurements of Works and Acquisition of Consulting Service
EAC Multinational (Rwanda/Burundi) Cross Border Roads Upgrading Project - Phase 1
The Project will include the following components:
Component 1: Infrastructure Development: Civil Works:
Upgrading of Cross Border Roads: Upgrading of Sashwara-Rega- Mutovu-Kabuhanga -
Busasamana-Muhato road (51km) i.e Sashwara-Kabuhanga, 18.072Km, Kabuhanga -
Bugarama - Kiraro, 10.79Km, Kabuhanga - Busasamana-Cyanzarwe-Muhato, 22.4Km and
Upgrading of Nyagisozi- Remera-Nshili border road (18.11km). The component will include
civil works for construction of 69km single carriageway roads 7.4m wide with 1.5m shoulders
to bitumen standard road in Rwanda.
Component 2: Social Economic Infrastructure Development
It will include Construction of 2 selling points (markets) for women and men in Rwanda.
Component 3: Consulting Services
This component will include: (i) Construction supervision services of Road Works in Rwanda
and related social economic infrastructure; (ii) Sensitization on the environmental, HIV/AIDS,
COVID-19, Reproductive Health and gender mainstreaming; (iii) Baseline survey and
monitoring of environmental, climate change and social and economic impacts; (iv) Technical
and Road Safety Audit and Independent Annual ESMP & RAP Audit; (v) Feasibility and
detailed engineering design of Giticyinyoni - Rulindo - Gakenke Road (68km); and Feasibility
and detailed engineering design of East-West Cross Border Roads (121km) in Rwanda; and
(vi) Procurement Audit.
Component 4: Facilitation of Regional Trade and Transport
The Component will include the following activities:
(i) Feasibility study and detailed engineering and architectural design of a One stop
Border Post (OSBP) at Akanyaru Haut Border.;
(ii) Upgrading of collection centres for agricultural produce to enhance capacity for trade
for trade in Rwanda. These collection centres exist in various locations have proved
useful to facilitate aggregation of produce such as fresh milk, potatoes, onions, bee
products and horticultural products. The collection centres are managed by farmers-
cooperatives;
(iii) Conduct study on trade flows and non-tariff barriers to trade (NTBs); and
(iv)TA and capacity building needs assessment study and roll out for the Rwanda Revenue
Authority and Immigration Directorate to enhance the trade facilitation environment
and support coordination activities.
Component 5: Capacity Building and Institutional Support
This component will include: (i) Training and capacity building for staff of RTDA, (ii)
Provision of procurement related technical assistance; (iii) Provision of technical assistance in
construction and managing road projects; (iv) Provision of technical assistance in Road
Management System to RTDA, and (v) implementation of some of the recommendations from
the ongoing Skills audit analytical study for the road sub-sector (financed by JICA under
another road project).
Component 6: Compensation and Resettlement
This component makes provision for the adequate compensation and resettlement of Project
Affected Persons (PAPs) identified in the Project RAP report, and relocation of affected
utilities.
4. Procurements of works and acquisition of consulting services financed by the Bank will be in
accordance with the Bank's Rules of Procedure for the Procurement of Works. Acquisition of
the services of Consultants will follow the Bank's Rules of Procedure for the Use of
Consultants. Bidding documents are expected to be available in June 2023.
