Enclosed is a Request for Proposal (RFP). Creative invites Individuals to submit a proposal for the Jordan- Technical Assistance Program (TAP) under the referenced USAID 72027821C00005, After the evaluation, as described herein, resulting in selecting a winning proposal, the issuance of an award is subject to successful negotiation of the terms and conditions and receiving USAID-s Contracting Officer consent, if required.
The requirements for this activity are described in the “Statement of Work” in Attachment I. Creative encourages your individual to indicate its interest in this procurement by submitting a proposal according to the instructions in Attachment II “Instructions to Offerors”. Proposals will be evaluated based on the “Evaluation Criteria” in Attachment III. Creative will make an award to the responsible Offeror(s) submitting an offer which provides best value to the project: technical merit and price will be both considered.
To be considered, Offerors should submit a complete proposal no later than the closing date and time indicated above. Offerors should ensure that the proposals are well-written in English, easy to read, follow the instructions provided and contain only requested information.
Any questions should be submitted via email to TapProcurement@crea-jtap.com no later than June 21. 2023. No questions will be entertained if they are received by means other than the specified email address, and any communications to alternate e-mail addresses will result in the disqualification of the bidder. The solicitation number (listed above) should be stated in the subject line. Answers will be compiled and distributed on June 26. 2023.
Proposals must be comprised of one electronic copy of the Technical Proposal and one electronic copy of the Cost/Business proposal, sent in separate e-mails, and labeled with the above-stated RFP number and title. Submissions shall be delivered to:

Professional Photographer - Photography Consultant
PURPOSE
JTAP seeks to strengthen the capacity of the Jordanian Ministries of Education and Youth in a range of areas and work streams, including learning recovery post COVID, teacher professionalism, youth programming, financial management, human resources, monitoring & evaluation, and public communication.
The overall objective of this position “Professional Photographer - Photography Consultant” is to assist JTAP in achieving its internal and external communication goals by helping in documenting all major and important activities related to the programs work.
BACKGROUND
The Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth project that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan-s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.
STATEMENT OF WORK
The primary aim of this consultancy is to document activities to use for communication products.
The candidate is expected to own / have permanent access to professional level photography and videography equipment (cameras, lenses, tripods, laptop equipped with photography and videography management software) at all times.
The candidate shall report to the Communication Specialist and coordinate with the Communication Specialist on all aspects of coverage pre- and post-event.
Primary Role and Responsibilities:
The photographer will be taking still photographs and short video rushes from various JTAP activities and field visits in Amman and the governorates.
The photographer will apply all needed procedures to ensure the delivery of high-quality photographs from all activities within acceptable time frames.
The photographer will be responsible for archiving all photos and video rushes on JTAP data base with clear and accurate information regarding every archived piece.
The photographer will adhere by USAID Jordan photography and branding guidelines.
The photographer will provide advice regarding activities that need special media attention.
The photographer is expected to be asked to share approved photo selections with partners and stakeholders.
Photographic services will be required on an as-needed basis.
The photographer will provide digital photographs for production of human-interest stories, social media materials, campaign publications, and website content on an as-needed basis.
The photographer must have good command of own photographic equipment as well as photo-related image editing software.
The photographer may require travelling within the country where JTAP-related activities are in operation.
In addition to submitting photographs, the photographer will be required to submit photo captions that include names of subjects included in the photo, institution and location and description of the photo.
The photographer is expected to maintain professionalism and integrity while on assignment.
The photographer is responsible for obtaining all relevant consent (whether in written, video or audio format) for photographs usage from concerned people/authorities.
The photographer will be expected to be available for assignments on short notice.
All photos and videos are the sole property of JTAP. The photographer will not use any materials acquired through this position for any personal or professional purposes including his personal portfolio without the explicit approval of Creative Associates.
Coordination and Reporting:
The candidate shall report to the Communication Specialist and coordinate with the Communication Specialist on all aspects of coverage pre- and post-event.
Required Qualifications:
A demonstrated minimum of 5 years- experience as a professional photographer (i.e., Journalism, TV, similar position).
Ownership of professional camera and all required equipment including lenses, lighting, laptop and software.
Good knowledge of technical requirements and settings for taking photos in various situations.
Should be able to understand assignment instructions and editorial guidelines to provide the deliverables required and generate captions.
Good command of both Arabic and English Language.
Ability to work on assignments at short notice.
Should be familiar with caption writing and handling consent forms.
Should be familiar with basic data archiving software.
Prior experience working with the USAID will be an asset.
Bachelor-s degree in journalism or communication is a plus.
Written and verbal fluency in English and Arabic are required.
