The primary objective of this mission is to study the strategic positioning of the CALL in order to support the structuring and / or the emergence of this project to pool a technical, legal, organizational and financial point of view according to needs and expectations of each of the municipalities. The mission is broken down into 5 phases: phase 1: launch of the mission and consolidation of knowledgephase 2: Comparative study of the scenarios (common service vs purchase group) phase 3: opening of the pooling project to other actors phase 4: Opening of the pooling project to other functionsphase 5: Prediguration study of the chosen solution.
