Description : His Majesty the King (HMTK) in right of Ontario as represented by the Ministry of Transportation (MTO) is issueing a Request for Bids (RFB) to procure a commercial-off-the-shelf (COTS) Photo Comparison Technology (PCT) Replacement Solution, along with PCT Services. PCT Services includes planning, designing, developing, testing, data migration, training and supporting the PCT Replacement Solution, as well as its associated customized modifications, licences, warranties, and maintenance. Scope of Work The PCT Replacement Solution has the following components: 1. PCT Backend - automated photo-matching to reduce identity fraud involving driver-s licences (DLs) and Ontario photo cards (OPCs) 2. PCT Front Counter - automated photo-matching for original Ontario Driver-s Licence (DL) and Ontario Photo Card (OPC) orders at the front counter (e.g. OPC and driver examination service provider locations), to reduce clerical errors and in turn minimize the time to correct errors. 3. PCT Enterprise Ready - technical readiness for potential expansion to other OPS entities.
