Description : His Majesty the King (HMTK) in right of Ontario as represented by the Ministry of Transportation (MTO) is planning to issue a Request for Bids (RFB) to procure a commercial-off-the-shelf (COTS) Photo Comparison Technology (PCT) Replacement Solution, along with PCT Services. PCT Services includes the provision of PCT Replacement Solution, as well as its associated customized modifications, licences, warranties, and maintenance. Additionally, it includes planning, designing, developing, testing, data migration, training and supporting the PCT Replacement Solution. Scope of Work There are three (3) main components to the PCT Services that the Ministry requires: 1. PCT Backend - an automated photo-matching service to reduce identity fraud involving driver-s licences (DLs) and Ontario photo cards (OPCs) 2. PCT Front Counter - an automated photo-matching for original Ontario Driver-s Licence (DL) and Ontario Photo Card (OPC) orders at the front counter (e.g., OPC and driver examination service provider locations), to reduce clerical errors and in turn minimize the time to correct errors. 3.
