GIZ works in 12 distinct projects and implement a wide range of development cooperation activities throughout Lebanon in the sectors of sustainable economic development, social participation and conflict transformation, education, and water. GIZ Lebanon partners with various stakeholders, such as the Lebanese government, local authorities, civil society, and the private sector. Our offices are located in Beirut and Tripoli, and we implement activities in all governorates in Lebanon.
Lebanon-s security context is fragile and prone to a sudden, nation-wide crises and emergencies.
GIZ Lebanon has a thoroughly developed system to maintain its- security and always assess the situation to provide best secured working place to its- employees.
GIZ Lebanon therefore seeks to hire a private security company to provide round-the-clock guard services for GIZ country office located in Hazmieh, IFP Bldg. 57, St. 801.
2. Tasks to be performed by the contractor
The contractor is responsible for providing the following services:
Provide round-the-clock, 24/7 security personnel to attend to the GIZ country office building.
Deploy a minimum of 4 security guards, allowing the division into shifts lasting a maximum of 8 hours each with one having a mid-shift during no off days.
Ensure that each guard receives at least one full day off per week, consisting of 24 consecutive hours without any work duties.
Assign security supervisor to be available 24/7 in case of emergency and to do regular spot checks on the location and the security guards including weekends.
Personnel shall be uniformed and wear appropriate identification badges as approved.
Personnel must be an employee of the contracted security company.
The security service provider will have to maintain additional guards to cover for the absence of regular guards due to leave, sickness, or other reasons.
The security company must be able to provide a Quick Reaction Team to GIZ premises within 15 minutes in case support is requested by the security guards.
The private security company (PSC) must guarantee that each security guard earns no less than 600 USD net/month and must provide GIZ a proof when requested.
Security personnel shall implement all directives provided by RMO and make sure that all standard operation procedures (SOPs) are set in place.
GIZ-s Risk Management Office (RMO) needs to approve all proposed guards beforehand. The personnel selection process must take place jointly between GIZ and the PSC but with the following minimum requirements:
Personnel should have fluency in Arabic language (spoken and written) and basic knowledge in English.
Personnel must have at least 3 years- experience in the same field.
Personnel shall be properly trained and licensed, in accordance with local law, to perform security services.
Personnel should be in an appropriate physical and mental state so as to be able to deliver the best possible services of the contract.
Security company shall not replace any security guard assigned to GIZ unless it was requested by GIZ-RMO.
Personnel must be provided with communication tools allowing them to call the security company HQ, Quick Reaction Team, other security relevant actors (such as police, fire brigade, red cross) and GIZ RMO.
Certain milestones, as laid out in the table in the ToR are to be achieved during the contract term.
3. Concept
In the tender, the tenderer is required to show how the objectives defined in Chapter 2 (Tasks to be performed) are to be achieved, if applicable under consideration of further method-related requirements (technical-methodological concept). In addition, the tenderer must describe the project management system for service provision.
Note: The numbers in parentheses correspond to the lines of the technical assessment grid.
Provide a clear plan for the Quick Reaction Team response in case support is needed within 15 minutes to GIZ premises (#1)
Identify the used communication tools allowing security guards to call the security company HQ, Quick Reaction Team, other security relevant actors (such as police, fire brigade, red cross) and GIZ RMO (#2)
Describe the rotation of the duties as needed for security guards (including at least 1 day off for each security guard). Based on 8hrs per day shift, 6 days a week (operation plan or schedule to be provided for 2 months) (#3)
4. Company-s Qualification
Minimum requirements (Annex -Assessment grid for eligibility check):
In order to proceed for the technical assessment, the bidder should comply with the below minimum requirements and failure to submit them will result in disqualification of the bidder:
1. At least EUR 45000 average annual turnover for the last three financial years.
2. At least 10 average number of employees and managers for the past three calendar years.
3. At least 2 reference projects in the technical field of security guarding services.
4. At least 2 reference projects in Lebanon in the last 3 years.
5. Technical experience:
Legally registered company
Operate in full compliance with all relevant Lebanese laws governing private security companies.
Company portfolio
Proof of experience in Lebanon.
Letter to acknowledge that you can assign security supervisor to be available 24/7 in case of emergency
6. Provide 4 security guards divided into 3 shifts with one acting as support making sure all guards work the same hours
7. Provide pictures of uniforms and identification badges as approved by PSC
8. Letter to acknowledge the availability of replacement when requested
9. Submit a written letter to accept the responsibility of providing proof, when requested by GIZ at any given time, that each security guard is paid 600 USD/month net
10. Provide a letter to accept that the personnel selection process must take place jointly between GIZ and the PSC with minimum requirements as per Section 2 in the ToR

6. Requirements on the format of the tender
The structure of the tender must correspond to the structure of the ToRs. In particular, the detailed structure of the concept (Chapter 3) should be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). The tender must be legible (font size 11 or larger) and clearly formulated. It must be drawn up in English.
The complete tender must not exceed 10 pages (excluding CVs). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.
Please calculate your financial tender based exactly on the parameters specified in Chapter 5 Quantitative requirements. The contractor is not contractually entitled to use up the days, trips, workshops or budgets in full. The number of days, trips and workshops and the budgets will be contractually agreed as maximum limits. The specifications for pricing are defined in the price schedule.
7. Option
After the services put out to tender have been completed, important elements of these tasks can be continued or extended. Specifically:

The contractor is responsible for providing the following optional services:
The contractual period can be extended one time. Option may be exercised after 24 months (2024-2026). The option does include an extension of the period of assignment by 24 months. Therefore, the maximum duration of this contract (in case option will be exercised) is four years.
The options include the continuation of the tasks described in Section 2.
Requirements
Exercising the option will depend on positive overall result of the security company. The decision on continuation is expected to be made in the period by the end of each contractual period at the latest (after 24 months). If the option is exercised, it is anticipated that the contract term will be extended to 01 June 2028.
The option will be exercised by means of a contract extension on the basis of the individual approaches already offered.
