Expression of Interest are invited for Provide Reliable Electricity Supply to All Customers, including Currently Unserved and Underserved Customers

Appointment of Franchisee for the Distribution and Supply of Electricity in Anambra State Franchise Area.

EEDC hereby seeks to engage a Franchisee (in compliance with NERC-s Guidelines on Distribution Franchising in the Nigerian Electricity Supply Industry, 2020) on a limited, non-transferable manner within Anambra State to provide/perform the following services/tasks:
1. Undertaking all the liabilities and obligations of EEDC in Anambra State in stipulated in the Electric Power Sector Reform Act, 2005 (“EPSR Act”) and applicable regulations/laws.
2. Discharging all duties and responsibilities on behalf of EEDC as required by EEDC under the terms and conditions its license, and the guidelines on distribution franchising in the Nigerian Electricity Supply Industry, 2020.
3. Undertaking any other activity as may be notified from time to time by NERC to EEDC.
4. Complying with all the directives issued from time to time by NERC, EEDC and Federal Government of Nigeria (FGN)
5. Undertaking the supply and distribution of power to the consumers in Anambra state.
6. Undertaking all operations and maintenance related activities in Anambra State, including maintaining the existing distribution network, and replacing failed distribution assets (such as transformers and defective meters) within prescribed time frames as NERC guidelines/directive.
7. Administering and maintaining ongoing contracts, if necessary or required. Alternatively, Franchisee may elect to cancel existing contracts in accordance to the terms and conditions of such contracts, except for contracts for capital expenditure (CBN-funded CAPEx projects). Any cancellation of existing contracts by the franchisee would require prior written consent of EEDC.
8. Undertaking reading and monitoring of meters (Prepaid/post-paid), bill generation and distribution (Post-paid), and collection of payment from the customers. All these activities shall be in accordance with the tariff structure as determined by NERC and he conditions of supply under the License agreement.
9. Making payments to EEDC in accordance with the terms and conditions of Franchisee agreement.
10. Collection of EEDC-s outstanding arrears as an agent of EEDC, and remittance of the same of EEDC. Establishing a customer service centre (CSV) as per EEDC-s specifications for handling all types of customer complaints.
11. Generating Management Information System (MIS) periodically and Monitoring reports in prescribed formats and online communications of the same to EEDC
12. Installing metering devices and conducting monthly energy audits
13. Maintaining rolling stocks of maintenance material such as (transformers, breakers, cross arms, switches etc) as required by EEDC.
14. Upgrading, renovating and maintaining the existing distribution network/systems/assets in accordance with prudent utility practices and regulatory distribution code.
15. Initiating necessary action to prevent energy theft, meter tampering, damage to public lamps, vandalism, etc
