Tenders are invited for Provision of Consultancy Services as PKI Technical Project Manager.
The Government of Malawi has received financing from the World Bank toward the cost of the implementation of a new ICT Project Digital Malawi Program Phase I: Digital Foundations Project. The overall aim of the Digital Malawi project is to extend and improve access to critical ICT infrastructure for the public and private sectors; improve ICT governance; improve access to government services; and facilitate provision of e services thereby enhancing public service delivery.
The project has three components, namely; digital ecosystems, digital connectivity (infrastructure), and digital platforms and services (e-Government). Under Component 3, the Project is expected to build the core infrastructure and capacity necessary to support digital public service delivery and to enhance the efficiency of the government-s internal operations. It is with this background that the Government of Malawi intends to apply part of the proceeds for provision of consulting services as PKI Technical Project Manager.
The PKI Technical Project Manager (TPM) will support and oversee the creation of national PKI, planned to be put in place to support e-Government, e-Commerce, e-Banking and Digital Signature Solution. The TPM will be responsible for designing, engineering, and supporting the government enterprise PKI solutions that enable the management and monitoring of Digital Certificates, in line with e-Transactions and Cybersecurity act of 2016 and the Malawi PKI Framework. This will include overseeing the creation of Certificate Authority (CAs) (root, Intermediate, subordinate), Registration Authority (Ras), x.509 PKI Certificates distribution systems.
The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria shall be:
1. A minimum of a Bachelor's Degree in Computer Science, Cyber Security, Network Security or related field with not less than 2 years related experience.
2. Should demonstrated having project/program management experience in enterprise PKI solution deployment, with use of Agile methodology and environments with automated pipelines. Good understanding of current PKI technologies and their future direction is required.
3. Should demonstrate having knowledge of PKI concepts, patterns and practices with recent experience of integrating PKI software and hardware components into customer systems.
4. Should demonstrate having excellent understanding of cryptographic concepts.
5. Should demonstrate having experience in PKI design, implementation and rollout in a medium to large enterprise environment, including certificate policies and profiles.
A successful candidate shall work with E-Government Department for a period of 12 months.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank-s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017. August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank-s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
