EBS Petroleum Company Limited, a company existing under the laws of Hong Kong, with its headquarters in Hong Kong and the branch office registered in EBS COMPANY Camp, Nahrawan, Baghdad, Iraq, acting as Operator of EBS Oilfield, is pleased to make the following public tender announcement:

Bid Closing Date
No later than 16:00 (Baghdad Time), on or before 17th April 2023. In the event that closing date coincides with an official holiday or curfew, the closing date shall be automatically extended to the following working day.

Entry Pass
Bidder must provide entry pass application form (refer to attachment C in Section 1) at least 2 working days prior Bid Closing Date.
Bid Validity Period
Bidder-s bid Proposal shall be irrevocable for a period One Hundred and Eighty (180) calendar days (“Bid Validity Period”).
Key Factors
Fail to meet any of below key factors may lead to disqualification:
(1) Submission of BID ACKNOWLEDGEMENT (refer to attachment A in Section 1)
(2) Bid bond submission
(3) Bid proposals are in properly sealed condition
(4) Commercial proposal is separate from Technical proposal.
(5) Submission of Valid Certificate of incorporation/Business registration showing the business nature under applicable laws; and Tax Registration Document/Tax ID under applicable laws
(6) Provide Financial Audit Report, Registered Capital≧ USD 3 Million, Profits of last three years0
(7) Engineering ability: Numbers of Similar experience project engineering≧1; provide Company and Project Organization, and the CV of Key project team members and one year O&M team
(8) Years of similar 132KV or above HV substation EPCC project experience≧1 year; The biggest contract value of a similar project in recent 15 years≧1, 000, 000USD; Number of similar projects in recent 15 years (number of similar132KV/400KV substation EPCC project)≧1
(9) Clear and well respond tender scope of work
(10) Provide similar experience project statement and qualification documents of proposed mobile substation major part OEM.
Substation major part list is specified as below Note 1, Company recommends major part of substation equipment OEM brands specified as below Note 2. Other requirements refer to ITB Scope of Work.
Note 1: Substation major part list: such as 132KV GIS switchgear, 132KV/34.5KV step-down transformer, 33KV switchgear, protection relay, substation SCADA;
Note 2: OEM brands, such as ABB, SIEMENS, SCHNEIDER, GE, ALSTOM, TOSHIBA, CISCO, REDLINE, ChangYuan Technology Group Ltd (CYG);
(12) Provide Project management plan & ability; Provide Quality Assurance measures of an execution plan; Project Schedule not longer than the required time duration in tender scope of work
(13) Provide HSE document. 1. HSSE management system 2. Safe operation procedures 3. Company Incident statistics for the last 5 years 4. Emergency response procedures.5.HSE qualification certificates, such as ISO9001, ISO14001, ISO45001, ISO31000, ISO/TS29001, etc.
(13) Local participation
Bid Bond
Bid bond: USD 90, 000.00 (Ninety Thousand United States Dollars), The Bid Bond must be delivered to Company in a separated and sealed envelope and duly marked and stamped on outer envelope.
The original validity of the bid bond shall be the same as aforementioned Bid Validity Period
Joint Bidding
Joint bidding is NOT accepted by Company.
