The Government of the Republic of Côte d'Ivoire has requested funding in the amount of forty-seven million US Dollars (47, 000, 000 USD) in the form of mixed funding comprising (65%)
ordinary funding and a grant from the LLF Fund (35%) with a 20-year maturity from the Islamic Development Bank (IDB) to finance the Integrated Nutrition and Early Childhood Development Project (PINUT-DPE) and for Use part of this funding to make payments for the acquisition of goods, works and related services and consulting services required for this project .



The project will include the following components:



Component 1 : Nutrition and Early Childhood Development Interventions


This component includes two (02) sub-components:



Sub-component 1.1 Community mobilization and establishment of FRANCs



It will be:



Renovate the FRANCs space through small renovations;
Acquire anthropometric equipment to monitor the child's growth;
Recruit NGOs as Local Executing Agencies (LEAs).


Subcomponent 1.2 Strengthening community-based nutrition-specific and sensitive interventions



It will be:

Equip the Supplementary Nutritional Units;
Acquire equipment and inputs for the creation of vegetable gardens;
Acquire equipment and inputs for small livestock;
Acquire multiple micronutrients for children from 6 to 23 months;
Small projects for the rehabilitation of drinking water access systems (Connecting households to the drinking water distribution network);
Recruit NGOs for community communication and social mobilization activities;
Recruit NGOs for hygiene promotion activities;
Recruit NGOs for the strengthening of specific and sensitive nutrition interventions and early simulation activities using community strategies (communication agency), income-generating activities;
Recruit a consultant for gender-sensitive interventions;
Recruit a consultant to implement the strategy for strengthening nutrition services in health centers and in social and educational structures.


Component 2 : Nutrition leadership and coordination


This component includes the following sub-components and activities:



Sub-component 2.1 Support to SE CONNAPE



Integrated Nutrition and Early Childhood Development Project Nutrition (PINUT-DPE), attached to SE CONNAPE, is the Project Management Unit (PMU). The skills and capacities of the PINUT-DPE were assessed in order to ensure the interface with the various IDB experts. In addition, the project will support the establishment of a twinning program by establishing partnerships with foreign sister institutions.



The project will finance support to the Executive Secretariat of the National Council for Nutrition, Food and Early Childhood Development (SE-CONNAPE) by: i) recruiting technical assistance to provide support to SE CONNAPE and other institutional support and (ii) recruitment of a consultant to develop a multi-sector strategic communication plan.



Sub-component 2.2 Strengthening of leadership and governance at regional and local level



This sub-component will be implemented through capacity building through training.



Subcomponent 2.3 Monitoring and Evaluation, operational research, information systems and knowledge management



This will involve: i) Recruiting a service provider for the LQAS surveys, ii) Recruiting a consultant to carry out the baseline study in the 11 regions, iii) Recruiting a consultant to carry out the environmental study





Component 3 : Project management




This component exclusively dedicated to the Project Management Unit (PMU) includes the following sub-components:

Sub-component 3.1 Acquisition of goods
Subcomponent 3.2 Training
Sub-component 3.3 Consulting Services
Subcomponent 3.4 Monitoring and Evaluation
Sub-component 3.5 Support to the PMU

Component 4 : Administrative control mechanism, project accountant




The project's annual financial audit missions will be carried out by an independent external audit firm recruited in accordance with the authorized procedure for the advance award of certain project contracts.

Local Executing Agencies will also be audited.



Procurement Procedure for Consulting Services, Goods and Works




Goods Markets


Anthropometric equipment for monitoring the growth of children will be done by National Call for Tenders.



The acquisition of equipment and inputs for the creation of vegetable gardens and small livestock will be done through National Competitive Bidding.



The acquisition of computer equipment, office equipment, software and vehicles for the Project Management Unit and Institutional Support will be through National Competitive Bidding.



The recruitment of a service provider for the LQAS surveys will be done by National Call for Tenders.

The equipment of additional nutritional units for monitoring the growth of children will be done through the quotation request procedure.

The acquisition of equipment for the CLTS will be done through the quotation request procedure.

The acquisition of multiple micronutrient powder for children from 6 to 23 months will be done through the quotation request procedure.

Works contracts



The civil engineering works relating to the renovation works of the FRANCs space and the rehabilitation of the drinking water access systems will be the subject of a National Call for Tenders in accordance with the procedures of the IDB .





Selection of Consultants



NGOs for community communication and social mobilization activities will be selected on the basis of a shortlist of national NGOs, in accordance with IDB procedures and according to the Quality and Cost Based Selection (QCBS) method. /LC.



NGOs for scaling up nutrition-specific and nutrition-sensitive interventions and early simulation activities using community-based strategies (communication agency) as well as income-generating activities will be selected based on a shortlist of national NGOs, in accordance with IDB procedures and according to the Quality and Cost Based Selection (QBCB)/LC method.



NGOs as LEAs will be selected based on a shortlist of national NGOs, in accordance with IDB procedures and using the Quality and Cost Based Selection (QBCB)/LC method.



Consultants for capacity building through training, gender-sensitive interventions, carrying out the baseline study in the 11 regions, carrying out the environmental study and developing a multi-sector strategic communication plan will be selected on the basis of a shortlist of national NGOs, in accordance with IDB procedures and using the Quality and Cost Based Selection (QBCB)/LC method.



The consultant for technical assistance to CONNAPE and other institutional support will be selected on the basis of a shortlist of international firms from IDB member countries, in accordance with IDB procedures and according to the Quality-Based Selection method. and the Cost (SFQC)/(MC).

The recruitment of PMU staff will be selected on the basis of a shortlist of National Individual Consultants.

The Audit Firm will be selected, in accordance with IDB procedures, based on a shortlist of accredited local Audit Firms and using the Least Cost Selection (LCS) method.



Procurements financed by the Islamic Development Bank will be carried out in accordance with the Guidelines for the Procurement of Goods, Works and Related Services under Projects Financed by the Islamic Development Bank and are open to all eligible bidders, as defined in these Guidelines.



Procurement of Consulting Services will be carried out in accordance with the Guidelines for the Procurement of Consulting Services for Projects Financed by the Islamic Development Bank.



Requests for expressions of interest for consultancy services will be published as they become available, on the IsDB website, on the UN Development Business portal (UNDB Online) or on DgMarket, on the SE CONNAPE website, in the daily Fraternité Matin and in the Official Bulletin of Public Procurement (BOMP) of the Republic of Côte d'Ivoire.
