Tenders are invited for Provision of Hiring of IT Service Provider to Upgrade the Existing National Market Information System (Nmis) to Accommodate Additional Requirements, Commodities, and Marketplaces

1. Scope of Work

The scope of the consultancy service is focused on developing or upgrading the existing NMIS system to expand its coverage to additional requirements, commodities, and marketplaces; other assignments included in this consultancy work include advancing the existing system dashboard, ODK data collection tool, and web. Selected service provider is expected to refine the identified additional requirements and develop/upgrade the existing system to accommodate data and functional requirements, 30 commodities including livestock and 500 agricultural woredas or marketplaces.

The major services are:

Redesign the existing NMIS system architect to incorporate additional requirements, commodities, and woredas/marketplaces in the existing IVR/SMS/ODK application, and web.
Incorporate additional data and functional requirements.
Incorporate 30 additional commodities including livestock.
Incorporate an additional 500 marketplaces.
4. Additional Languages on the existing NMIS IVR System

Maintain, manage, and support the existing NMIS system and ethio-telecom services to accommodate additional requirements, commodities, and coverage.
Provide required ongoing technical support for regional and data enumerator in undertaking market data collection, encoding and entering activities using the ODK application.
Provide ongoing technical support in managing, maintaining and the proper operation of Ethio-telecom infrastructure and services.
Develop or upgrade the existing system to provide dynamic role creation and role management for project staff.
Develop or upgrade the existing system to handle production and test data independently.
Upgrade the system dashboard to acquire summary market information.
Develop or upgrade the existing ODK mobile application with new technology to tackle the existing data collection and entering-related problems.
Develop the NMIS mobile application with new technology.
The consultant is expected to deliver the following as part of this assignment:

Refined the additional data and functional requirements.
NMIS (IVR/SMS, mobile application, Web, and email) software should have Data collection, Data validation, Data processing and Data dissemination modules based on the below data and functional requirements.
The upgrading, testing, and implementation of the NMIS system have addressed six data requirements and four functional requirements listed above.
Implemented the system in more than 500 marketplaces with 30 prioritized commodities including livestock, and more than 6 data and 3 functional requirements.
Provided the required support to data enumerators, federal and regional market data expert in collecting and entering market data for the additional commodities and markets into the system, and validate, and analyze the data, support the administration and user support
Managed, maintained, administered, and provided user support of NMIS (IVR/SMS, Web portal and email) system, database, and telecom infrastructure for the additional requirements, commodities, and marketplaces.
Regularly and timely updated NMIS system to incorporate additional data and functional requirements, identified commodities and marketplaces in the system to scale-up the system.
Regularly and timely updated NMIS systems such as general dashboard, IVR/SMS survey dashboards, data validation, reports, administration, and web applications as per the contract agreement
Regularly and timely updated NMIS system for the system administrator to assign, replace, enter data and know their status and make the system user friendly by incorporating features based on the request of the users and recommendations given from consultants.
On the system dashboard, a page providing summarized information was established.
All output of the system like source code, documentation, working manual, etc will be owned by ATI and MoT only,
Deliver the required capacity building training and all documentation related to the owner (ATI) before the end of the contract period.
