The Council of Europe (CoE) is currently implementing the Project “Strengthening the prison and probation reforms, provision of health care and treatment of patients in closed institutions in the Republic of Moldova”, financed and implemented as part of the Council of Europe Action Plan for the Republic of Moldova for 2021-2024. The Project aims at further strengthening the safety, security, health care provision (including mental health care) and protection of persons deprived of liberty in line with European standards, from their admission in detention, to their rehabilitation in prisons and closed environments and through reintegration upon the release.

In line with the recommendations of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), the Project supports the improvement of the quality of the provision of health care to inmates (including mental health care) through developed specialized tools, policies and improved material conditions in primary health care Units in prisons, and in the prison hospital, to meet the minimum requirements and international standards for the provision of medical assistance within the prison system of the Republic of Moldova.

In 2022, the Project re-assessed the material conditions in the Prison Hospital and primary care units within the prison system of the Republic of Moldova and drew up a list of medical devices and equipment which reflects the immediate needs for the provision of adequate health care, and covers the outstanding needs; complementary to the equipment and devices donated by the Council of Europe in 2020.

In that context, the Council of Europe is looking for a Provider/Providers (with the condition that at least one tender meets the criteria indicated below) to deliver medical devices and equipment for the prison system of the Republic of Moldova.

For information purposes only, the total budget of the present procurement procedure amounts to 105 000 Euros and the total contract(s) for the object of the present tender will not exceed 105 000 Euros. The Council of Europe is however not bound by any minimum purchase requirement.
