Tender Details

Tenders are invited for Provision of Offshore Pipelines Survey and Inspection Services

The scope of work shall include but not limited to the supply of all required marine vessels, vehicles, equipment, personnel, and supervision required to carrying out the following.
A. Evaluation of the effectiveness of the pipeline Cathodic Protection systems and identification of pipeline locations where cathodic potential is out of the acceptance range.
B. Seabed condition; including location and evaluation of any indications of seabed disturbance (scarring), significant debris, or anomalies that may present hazard to the pipelines.
C. Pipeline geographical position information, including start of pipeline coordinates, bearing and distance of each segment of the line, radii, pipeline crossing coordinates and end of pipelines coordinates.
D. Determination of pipeline orientation and support features, including length of free spans, physical conditions, and extent of any physical damage to pipelines.
E. Pressure boundary fixed equipment API 510, 570, 579, 653 in-service inspections.
F. Conventional non-destructive (UT, MT, PT, and VT) examinations and inspection services.
G. Advanced non-destructive (PAUT, PEC, GUL, MFL) examinations and inspection services.
H. Profile and digital radiography inspection technologies
I. Risk Based Inspection (RB)/integrated Consequence Assessment (ICA) consultancy services
J. Survey and inspection services for Subsea facilities using ROV technology.
K. Facility topside (structural) inspection services
L. Mechanical integrity/inspection engineering services
M. Temporary leak repair engineering services.
N. Provision of marine vessels to support offshore pipeline survey and inspections, and ROV inspections.

3. MANDATORY TENDER REQUIRMENTS
A. To be eligible for the tender exercise, interested bidders are required to be pre-qualified and live in the 3.07.07 (Diving/ROV Operations), 3.07.01 (Non-Destructive Testing, (NDT)/NDE Services, ACFM, Dye Penetrant, Eddy Current, MP1, Radiography, Ultrasonic and Deep Water), 3.02.03 (Risk Analysis, Consultancy; Assessment criticality, HAZAN, HAZID, HAZIP) categories in Nipex joint Qualification System (NJQS) database. All successfully pre-qualified and live- suppliers in this category by the bid close date will receive an Invitation to Technical Tender.
B. To confirm if your company is pre-qualified and to view the product/service category you are listed for: Open www.vendors.nipex-ng.com and access NJQS with your company log in details. Click on product/services tab to view your status and product codes.
C. If you are not listed in the product/service category you are registered with NUPRC to do business, contact Nipex office at 8-10, Bayo Kuku Road, Ikoyi Lagos with your NUPRC certificate (formerly called DPR Certificate) as evidence for verification and necessary update
D. To initiate and complete the JQS prequalification process, access www.nipex-ng.com to download the application form, make necessary payments and contact Nipex office for further action.
E. To be eligible, all tenderers must comply with the Nigerian Content Requirements in the Nipex system.

Note:
1. Suppliers eligible for this tender opportunity are expected to be prequalified and “live” in NJQS under the above product/service category.
2. The Invitation to Tender (ITT) and any further progression of this tender shall be via Nipex.
3. All cost incurred in preparing and processing NJQS prequalification shall be to the contractor-s accounts.
4. This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
5. The tendering process shall be the NNPCL contracting process requiring pre-qualified companies to submit both technical and commercial tenders at the same time.
6. Chevron Nigeria Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individual or agents.
